Optimization


The Optimization Engineering Phase begins after sites have been commissioned and integrated into the network. The optimization effort strives to achieve network quality goals necessary for launch to the public. It involves system performance measurements, analysis of measurement data, and refining system parameters to achieve optimum performance.

There are specific goals to achieve this end.

  • Ensure that system operation is in accordance with design. The predicted and desired performance objectives of the design are used as the baseline for actual measured network performance. Optimization works to move measured network performance closer toward this target. In addition, the prediction is refined with measured network performance data collected during the optimization process.
  • Tune system parameters. PN offset plans, neighbor lists, handoff parameters, and switching system parameter settings are only as worthwhile as the optimization process used to verify and adapt them. One of the aims of optimization is to refine these settings based on measured network performance to ensure smoother network performance.
  • Control the introduction of users into the network. Initially, optimization is performed under carefully controlled conditions. By gradually introducing users to the network, performance under real-world conditions can be ascertained and then optimized. As optimization progresses, these users are given access to larger sections of the network. At the end of the optimization process, enough users should be utilizing the network to make the transition to commercial service virtually seamless.
  • Quantify problems with the network and identify solutions to those problems. Throughout the optimization process, problems with network performance will appear, and they should be clearly and specifically documented. A sound optimization approach will enable the engineers to quickly isolate problems, correctly determine and implement solutions to those problems, and quickly test the solution.
