Step 1: Create a Comsearch Account You will need to create a Comsearch Account login and password to use ULS ExpressSM. By entering a credit card, you can begin using ULS Express immediately. Other payment options (Purchase Order and Prepayment) are available but must first be activated by Comsearch after the account is created. You can contact us or call 800-318-1234 for more information on the various payment methods. Step 2: Log In You can easily access ULS Express through the Comsearch home page under Interactive Solutions. You will be directed to an overview page; select the Launch ULS Express link to begin using ULS Express. After accessing ULS Express, you will be prompted to enter your Comsearch Account login and password.
3a. Create a Collection Template: This is optional but recommended. Allows the user to create a template which will be applied to all the applications in the collection.
An Application Collection contains a set of FCC Form 601 applications that you define. The Application Collection can be saved and modified prior to submitting it to the FCC. To define the Collection, you simply enter a Collection Name, select a Template Name (if created), and select the application(s). Click the "detail" link to display the technical specifications for each path to help identify the transmit site and corresponding paths.
Select the application that you wish to edit. You will need to complete a separate FCC Form 601 for each transmit site.
Over 90% of the Form 601 fields are automatically populated with prior coordinated data on file with Comsearch and administrative data from the FCC. Some of these fields are editable; those that are grayed are not. You should review, verify, and complete all necessary pages of the application. You can easily maneuver among pages using the drop down menu at the top of each screen.
If you created a template, this information is auto populated. Otherwise, this page must be filled out where necessary. You are only required to enter your FCC Registration Number (FRN) if an existing call sign is not associated with your microwave path. It is a 10 digit unique identifier. When filing through ULS Express, the FCC uses the FRN to identify the licensee.
For modifications of existing call signs, this page must be completed. If modifying an existing path, click on ‘Locate FCC Path Number’ which includes a list of paths currently licensed by the FCC from the transmit site. If modifying one of these licensed paths, note the FCC path number in the first column, close this window, enter that number in the Technical Summary page, and select M for Modify. If adding another path onto the call sign, simply select A for Add and continue.
Verify and complete this section for each location. You must complete all fields on this page.
You will need to have electronic copies of all your attachments to upload into ULS Express. The Supplemental Showing is automatically added. You can specify multiple attachments to be filed with your application, each limited to a file size of 2 MB. ULS Express currently supports two file types: Word processing documents such as Microsoft® Word (.doc), WordPerfect® (.wpd), and Rich Text Format (.rtf) or Adobe® Acrobat® (.pdf) format. Note: This step is optional. Examples of optional attachements are Waiver Request, Microwave Path Datasheet, Reliability Calculations, etc.
Only two fields need to be completed on this page: Name and Title of the Party Authorized to Sign the application.

Once you have resolved any validation issues and successfully submitted your application to the FCC, you will have the option to request that Comsearch file the FCC filing fee on your behalf. If you choose to do so, you will need to select a payment option. Step 14: Receive an Acceptance E-mail Comsearch will send you an e-mail once the FCC has accepted the application for filing. The e-mail will include the ULS file number assigned by the FCC and the required FCC filing fee (if you chose for Comsearch not to pay). |
