Step 1: Create a Comsearch Account

You will need to create a Comsearch Account login and password to use ULS Express. By entering a credit card, you can begin using ULS Express immediately. Other payment options (Purchase Order and Prepayment) are available but must first be activated by Comsearch after the account is created. You can contact us or call 800-318-1234 for more information on the various payment methods.

Step 2: Log In

After accessing ULS Express, you will be prompted to enter your Comsearch Account login and password.

Step 3: Enter Up to Five Job Numbers

The job number is assigned by your frequency coordinator to identify a prior coordination notice (PCN) and can be found on the PCN.

Step 4: Define a Collection of Applications

An Application Collection contains a set of FCC Form 601 applications that you define. The Application Collection can be saved and modified prior to submitting it to the FCC. To define the Collection, you simply enter a Collection name and select the application(s). Click the "detail" link to display the technical specifications for each path to help identify the transmit site and corresponding paths.

Step 5: Complete the Application

Over 90% of the Form 601 fields are automatically populated with prior coordinated data on file with Comsearch and administrative data from the FCC. Some of these fields are editable; those that are grayed are not. You should review, verify, and complete all necessary pages of the application. You can easily maneuver among pages using the drop down menu at the top of each screen.

Step 6: Enter your FCC Registration Number (FRN)

You are only required to enter your FCC Registration Number (FRN) if an existing call sign is not associated with your microwave path. It is a 10 digit unique identifier. When filing through ULS Express, the FCC uses the FRN to identify the licensee.

Step 7: Select the ASR Number (if applicable) and Enter the Structure Data

The FCC requires licensees to have Antenna Structure Registration (ASR) numbers on any tower greater than 200 feet in height. In addition, licensees must have Tower Registration Numbers on any tower that does not meet the FAA Glide-Slope requirements. The most common error on license applications is that the ASR coordinates do not match the licensed or coordinated coordinates. The FCC allows only a one-second tolerance between the ASR coordinates and the "applied for" coordinates. ULS Express will only display ASR numbers that meet the FCC's one-second-tolerance limit. Additionally, you will need to complete the structure information such as address, overall structure height and structure type.

Step 8: Upload the Supplemental Showing and Other Attachments

You will need to have electronic copies of all your attachments to upload into ULS Express. You can specify multiple attachments to be filed with your application, each limited to a file size of 2 MB. ULS Express currently supports two file types: Word processing documents such as Microsoft® Word (.doc), WordPerfect® (.wpd), and Rich Text Format (.rtf) or Adobe® Acrobat® (.pdf) format.

Step 9: Complete the Certification Page

Only two fields need to be completed on this page: Name and Title of the Party Authorized to Sign the application.

Step 10: Save, Validate, Download and Submit the Application

There are several buttons at the bottom of each page:

  • Save - if you exit ULS Express, this will save your work; otherwise, all work is automatically saved when you go to another page within ULS Express.
  • Validate - this will validate all pages of the application prior to submission to the FCC, verifying that there are no errors.
  • Download 601 - this will download a draft copy of the prepared FCC Form 601 suitable for printing.
  • Submit - this will validate your application and submit it to the FCC for acceptance.

Step 11: Indicate Whether You Want Comsearch to Submit Your FCC Filing Fee

Once you have resolved any validation issues and successfully submitted your application to the FCC, you will have the option to request that Comsearch file the FCC filing fee on your behalf. If you choose to do so, you will need to select a payment option.

Step 12: Receive an Acceptance E-mail

Comsearch will send an e-mail once the FCC has accepted the application for filing. The e-mail will include the ULS file number assigned by the FCC and the required FCC filing fee.
