To Cover C and F Block Broadband PCS License Auction
Third in Series of Planning Products Covering FCC's Frequency Spectrum Auctions
RESTON, VA - Comsearch announced today that a new version of AuctionPlannerTM , a planning tool for potential FCC auction bidders, is now available to support bidders in the upcoming C and F block broadband PCS license auction.
Scheduled to begin December 12, 2000, the Federal Communications Commission (FCC) will auction a total of 422 licenses covering 195 Basic Trading Areas (BTAs). These licenses are for operation on frequencies for which licenses have automatically been cancelled or otherwise returned to the Commission. They consist of 312 C block 10 MHz licenses, 43 C block 15 MHz licenses, and 67 F block 10 MHz licenses. Auctioned spectrum will be allocated for the use of broadband PCS which encompasses a diverse array of mobile or portable services using devices such as small portable phones, portable fax machines, and advanced devices with two-way data capabilities that are competing with existing cellular, paging, and other land mobile services.
Realizing the need for accurate, up-to-date information on which potential bidders can base critical decisions, Comsearch created a series of information products, drawn from their extensive knowledge base, to assist bidders in making strategic decisions. This data will be used by company executives responsible for acquiring spectrum, designated agents, such as attorneys, acting on behalf of companies and senior consultants advising new and existing groups on acquiring spectrum.

AuctionPlanner contains strategic bidding information studies, presented in flexible and graphical formats allowing bidders to see at a glance what portions of a Basic Trading Area (BTA) are available, partially encumbered, or completely encumbered. Licensed and relocated 1.9 GHz microwave paths for the entire PCS band are clearly depicted on color plots. For interference analysis purposes, all co-channel and adjacent channel paths are depicted on additional plots. Corresponding data listings provide complete analysis of status, location, and frequency for each incumbent license as well as detailed microwave owner contact information. Each study includes:
- BTA statistics including population, all PCS block licensees for that BTA, and net high bid from previous auction.
- Plot of 1.9 GHz microwave paths present in BTA in all PCS blocks.
- Plots of 1.9 GHz microwave paths present in BTA within +/- 20 MHz of the appropriate auction blocks.
- Path counts for all 1.9 GHz paths in BTA and associated path data including site names, callsigns, latitude, longitude, status, frequency, and owner.
- Detailed contact information for microwave path owners.
Prices for AuctionPlanner are based on volume orders and range from $2,000 to $15,000. Each BTA's package includes individual studies for both the C and F blocks. Studies are further broken down within the appropriate auction blocks: C1, C2, C3, C4, C5 or F.
