Comsearch Expands Its AuctionPlanner Product Line To Cover 700 MHz Auction
Second in Series of Planning Products Covering the FCC's Frequency Spectrum Auction


RESTON, VA - Comsearch announced today that its latest version of AuctionPlannerSM, a planning tool for potential FCC auction bidders to help identify current users in the 700 MHz spectrum range, is now available.

The Federal Communications Commission (FCC) will auction spectrum in the 700 MHz range that is currently occupied by UHF television channels between 59 and 68. The auction, originally scheduled to take place in September, has been delayed until March 2001 to allow for crucial analysis by prospective bidders of the complex issues surrounding this spectrum. This spectrum offers potential to deploy new methods of providing high speed internet access, and is suitable for new fixed wireless in underserved areas, as well as next generation high speed mobile services.

Realizing the difficulty in finding clear, unambiguous answers concerning the available spectrum, the incumbent licensees, and population available for each of the six (6) Economic Area Groupings (EAGs), Comsearch has gathered information on spectrum licensees, translated it into standardized, easy-to-use formats, and enriched it by overlaying population statistics and other possible interference criteria. This data will be used by those company executives responsible for acquiring spectrum, designated agents, such as attorneys, acting on behalf of companies and senior consultants advising new and existing groups on acquiring spectrum.

"With the auction delayed until March 6, 2001, bidders now have more time to make an informed assessment regarding what portions of this prime radio spectrum in the 700 MHz band will be available. The product includes all the critical data needed to do the analysis required to make strategic business decisions," said Tim Hardy, vice president of Engineering Information Services at Comsearch. "All data has been compiled into easy to use standardized formats that make sense and help bidders select the right bandwidth to buildout their networks and begin offering next generation mobile and high-speed broadband services to their customers."

With its mapping capabilities and extensive databases, Comsearch's AuctionPlanner product offering will allow potential bidders to see at a glance what portions of an auction-designated area are available, partially encumbered, or completely encumbered. Utilizing detailed census tract data for the United States, Comsearch experts can tell bidders what percentage of population is available in the 700 MHz frequency spectrum. Information used in the products has been collected from a variety of sources; therefore, the information contained in the AuctionPlannerSM products is delivered in ready-to-use formats and does not need to be converted or manipulated.

Four different products are available for licensing:
AuctionPlanner - See at a glance what portions of an Economic Area Grouping (EAG) are available, partially encumbered, or completely encumbered. Existing Grade B coverage contours for incumbent analog and digital television licensees on Channels 59-69 are clearly depicted. Separate MS Excel spreadsheets provide critical data for complete analysis of frequency and coverage data on each incumbent licensee as well as technical data and contact information.

AuctionPlanner Deluxe - Includes everything in AuctionPlanner plus population counts for each encumbered EAG based on existing Grade B coverage contours. Additional MS Excel spreadsheets provide demographic data for each incumbent licensee.

AuctionPlanner Premium - Includes everything in AuctionPlanner Deluxe plus Grade B coverage contours for each of the low powered television (LPTV) and translator licensees on Channels 59-69. Separate MS Excel spreadsheets provide critical data for complete analysis of frequency and coverage data on each incumbent licensee as well as technical data and contact information.

AuctionPlanner Wall Maps - See at a glance what portions of an EAG are available, partially encumbered or completely encumbered. Existing Grade B coverage contours for incumbent analog and digital television, LPTV and translator licensees on Channels 59-69 are clearly depicted on "E" sized wall maps.
